What is the schedule & procedure for the special election to replace Will?

When Will takes the oath of office as mayor, his council seat becomes vacant. The city council then appoints someone to fill it until a special election is held later in the year. As a special election there would not be a primary -- just one round of voting, with the top vote recipient declared the winner.
